Yes, this should work just fine with a 7 speed cassette. Just keep in mind the cage is designed for a thinner chain, so you may get a little more chain rub when using the far ends of your cassette.

The main problem I can see is that this won't clamp to a 30.9 seat tube, though I don't think that's your seat tube size. Are you sure that's not your seat post size?
It should work just fine with your shifters since it's a front derailleur and for the most part, at least mountain derailleurs, the front derailleurs are not proprietary.
