Newly redesigned, the Shimano Tiagra 4703 triple front derailleur features a revised cable pull and extra wide pivot link for quicker shifts. The Tiagra 4703 front derailleur new cable pull only works with the Tiagra 4703 STI Shifters or the Tiagra 4703 Flat Bar Shifters, it will not work with other Shimano triple shifters. To save weight Shimano switched out the steel pivot links and clamp for aluminum, that also adds rigidity.
- Wide alloy pivot link and clamp band
- 50t max chainring, with a 20t difference
- Works with Shimano ST-4703 shifters only

If the bar end shifter is friction there should not be an issue, if the bar end shifter is indexed it will need to use the revised cable pull that Shimano uses.

Yes you should be able to use these with a friction front shifter as long as you are using a 10-speed chain.
The cage of the Tiagra 4703 front derailleur is narrower than what a 3/32 (6/7/8-speed) or 9-speed front derailleur would be.
