You need to take the measurement of the outer diameter of the seat-tube. You can do this with a set of calipers, or you can also get a hold of the frame manufacturer and they can let you know.

I purchased a 34mm seat collar for a frame that had a 33.9mm OD. I was told by the frame manufacturer to buy their 33.9mm QR seat collar instead to make up for the .1mm difference... However, I have yet to find any issues with slippage. Definitely not the lightest collar but one of the prettiest ones on the market.
