The lower legs mount to the fender eyelets on the lower part of your fork legs and then there is a center bracket that attaches to the center fender mount at the yoke of the fork.

A GuestFine economic rack. The finish is like a light grey powder coat, I wish it were alloy or anodized silver. Great hardware and comes with an extra safety strap.

peregreen1I installed this on a Kona Jake (cyclocross/commuter bike) to support a Wald 137 basket for carrying take out food, a jacket, or other smallish items.
I like that it has light mounts, but since I'm strapping a basket on top, I won't be using them with my current light. I will if I get a dynamo light.
Spacers were included for mounting to eyelets on the rear side of the fork, so the rack stays clear the fork. Unfortunately my aluminum fork has some thick welds so I needed even more spacers and longer bolts, but it worked out.
My only real complaint is that I had to cut my fender since the rack isn't tall enough to clear them. I can attach a piece of plastic or something to provide coverage, but I lose that if I remove the rack. If it were about 10mm taller it would have been perfect. I run 700x32 tires with 45mm wide fenders for reference. If you have something smaller it may not be an issue.
Only other thing I don't like is the color. Wish it was black or polished, rather than painted silver.
Otherwise it is a great value, easy to set up, and has the versatility of carrying panniers, a basket, or a handlebar bag, and has the light mounts.
