No, that frame does not have a break in the rear triangle to allow the belt to go on, and may not be capable of withstanding the tension necessary on a belt drive.

It can, you will need to find a belt drive cog that fits the Shimano Alfine/Nexus interface. Gates makes this one http://www.treefortbikes.com/product/333222382060/804/Gates-CenterTrack-Rear-Cog.html
You can also get one from Phil Wood that will work with the belt of your choice.

If the frame uses standard mountain 135mm spacing it should fit. If it uses narrower 120mm or 116mm spacing it will not work at all.
