7" is roughly 178mm which will most likely need to be custom cut through a shop with a spoke cutting and threading machine.
Most stock spokes come in 220mm length as the shortest.

To determine the size of spokes you need, the DT Swiss spoke calculator will give you the most accurate measurements.

It is always best to use as close to the correct length spoke as possible. Opinions will vary on this, but most feel going longer is better than too short if absolutely necessary.

We haven't had to work on the Vector's here, but I have heard these will work. I don't have any reference as to which length you'll need though.

we are a 400# tandem team and have been using for 2 seasons (800-900 miles do far) with a 24 / 28 setup with chris king hubs. I'm so impressed I replacing my every day wheels 36/36 wheelsmith db with a 28 / 32 saprim cx ray setup for everyday set.
