It's about as loud as any other standard freewheel. If the So Cal Flyer has a rear hub with 30 x 1mm threading it should work. The easiest way to tell what the threading is, is to count the number of teeth on the old cog. If the tooth count is 16t or more it will not fit, if it is 15t or less it will.

Only if your rear hub has the standard thread, like for a 16t or bigger, and then the other side has a smaller threaded section for 15t and below.

If the Formula hub is metric threaded on one side then yes. Some single speed hubs such as the Surly new hubs have English threading on both sides.
