Hurricane Components Brutus Fork Adaptor is designed to work with forks using the
15x150mm Bluto standard.
15x150mm fatbike forks were first commonly found on the
Rock Shox Bluto suspension fork and have quickly become the standard for
fatbikes using both rigid and suspension forks alike. The
Hurricane Brutus will not work with
fatbikes that use 15x135mm or 15x142mm axles.
Inserts may rotate when properly tightened to prevent damage to the bike and rack. Do not tighten more than 8 foot lbs- Fits most fork mount bicycle trays

Is this compatible with the Thule OutRide?

The Hurricane Brutus should fit just fine, Thule does list the Outride as having a max tire size of 3" which may open up a whole other issue for securing the rear tire.

Blue doesn't list which fat bike hub standard they use on the Philly. It might be best to give your Blue dealer a call.
