Is the threading on these cogs 1.370 x 24 (British) or 1.375 x 24 (ISO)? I have seen cogs from other manufacturers that claim to be 1.375 but have the same markings (BC1.37x24tpi) on the cog.

The Halo Cogs are 1.37x24tpi, Shimano cogs are the most common 1.375 cogs. Surly has a good write up on crossing between British and ISO cogs here:

The Halo cogs will only work on English threaded track hubs that will accept a lock ring. They will not work on Shimano or Campagnolo splined freehub bodies.
