The hooks are designed to fit the pannier attachment points on the rack. It should hook over any tube that is .5" or less

This is a very universal strap that we have seen work on a wide variety of racks, so I think that you would have good luck running this on the Axiom racks.

The web is 11" x 11" so it won't cover the entire basket as the basket is 14" x 16". It should cover most of the basket though. If you really want to make it work I would buy two. Hope that helps!
