The Cogburn Gear Scabbard should fit most rear racks that are designed to work with panniers with the Salsa racks providing the best fit. A link to the instructions can be found here:

The Gear Scabbard mounts a rear rack, it doesn't mount directly to the frame so it should work with most rear axle types.
