These are designed for a 23.8mm road bar, they may stretch enough for a one inch pipe but we haven't tried it.

Each piece is 130mm (just over 5 inches) and you use 2 pieces per side.

I've used these since the 1970's, back then on road touring bikes. Now, I just cut them to size to use on my MTB flat bars with bar ends. Very versatile, as you can cut them to any length you need. One package will cover both sides of your bar and both barends. Use hairspray to install, and let them dry overnight. Exceptionally durable, with a high friction grip. Made in USA, too (or at least they were last time I bought a set).
