I have a few questions 1) is the design such that the black part rotates freely on the gold part, with the front derailleur cable providing the tension to turn it. 2) my setup has a bolt and a plastic pulley that isn't supposed to move. How would I know if the bolt I have works with this. 3) is there a clear advantage to using this versus a fixed pulley?

This pulley is designed to work with the cross clamp or frames that have a braze-on for a cable guide wheel.
The aluminum guide wheel is designed to rotate on the brass bushing and provides less drag than the fixed position nylon pulleys.
The center of the bushing is an M5 bolt so if your nylon pulley works with an M5 bolt you might be able to swap it out.
