The fork has a 43mm rake.
Tire size is going to be dependent on the tire it self and the rim it is going to be mounted to. Generally 23/25c tires should fit on all rims. 28c's may or may not fit depending on the tire. Unfortunately there isn't a standard that tire manufactures go by when they produce tires. Some measure on the small side and others measure on the wide side or do not factor in the thread part of the tire and just measure the casing.
