Not all backpacks are waterproof, or even water resistant.  OR is helping keep your things dry with the Lightweight pack cover.  It packs down and stores in a built in stuff sack so you can throw it in your pack easily, and then when the weather starts to turn it couldn't be easier to throw it on your bag for a little added protection.
