I bought these as an alternative to Ortlieb due to several reasons, and from my experience of owning both Axiom and Ortlieb panniers, I would stick with Axiom.
The connection system and locking system to your rack is much more secure and feels stronger than that of Ortlieb.
Love these panniers - I just bought another set of Axioms as well!

beth.bonillaI have 2 sets of these bags, front and rear for touring. They are completely waterproof in the main compartment. The small outer pocket, however, is NOT waterproof at all. When it rained (hard), the was literally a puddle of water in that pocket. Not a huge deal, since this pocket is small, and otherwise the bag works great. But since this is the easiest pocket to access, and camera sized, make sure you move anything you don't want wet to the main compartment when it starts to rain. The roll-down flaps are great for keeping rain out, but they are not quick access pockets, since it takes a few moments to get off your bike, unsnap, unroll, get your stuff, reroll, resnap, remount. Otherwise great bags!
